Special Offer! Housing purchase on the secondary market — 0 percent down payment


Loan purpose:
The purpose of the loan is to acquire residential property (apartments, cottages, condominiums etc) on the secondary market (including along with the land on which this property sits).

Requirements for the Borrower:
Individuals – citizens and residents of Ukraine, aged from 21 to 60 (and up to 65 as of the moment of loan agreement expiration), who have a stable income sufficient to cover the loan amount and loan interest, permanently reside or have a primary job for at least three years in the region (oblast, raion, city) where the Bank from which the loan has been requested is located, as well as individuals who derive incomes from their own business (private entrepreneurs-individuals or owners of small business entities)

Loan repayment and loan interest payment schedule and procedure:

  • Monthly on the schedule and in the amounts specified in the loan agreement (payments are made on a monthly basis, with paid amounts progressively decreasing. The principal is paid in equal installments and interest charged on the indebtedness balance);
  • Annuity (monthly equal installments).

Repayment:
is made by paying cash to the teller at any outlet of OJSB Ukrgasbank in Kyiv and the Kyiv oblast, or in a cashless form on a payment order of the Borrower through a deposit ATM. Fees for payment transactions       are charged in accordance with the Bank rates which are presented for familiarization. If the loan is repaid through other banking institutions, a money transfer fee is charged in accordance with the rates set by other banks. EARLY LOAN REPAYMENT IS ALLOWED WITHOUT ANY LIMITATION OR PENALTIES!!!

Security
Mortgage of the property purchased for the borrowed funds (loan). If the Borrower does not make an income sufficient for making monthly loan repayment installments, a solvent individual or legal entity is required to grant a surety.

Mandatory insurance with the insurance company accredited with the Bank:

  • Insurance of the mortgaged property from fire, natural disasters and effects of the liquids from water and sewer pipes, heating and fire systems etc;
  • Insurance of the Borrower’s life.

 

Additional expenses of the Borrower:

Loan disbursement in cash from the current account through the Bank’s teller once 0.3 of the loan amount
Services of the insurance company
Insurance of the mortgaged property annually 0.3 – 0.4 percent of the assessed value of the mortgaged property
Insurance of the Borrower’s life annually 0.6 percent of the loan amount
Notary services
Notary services once as agreed
State duty once 1 percent of the amount of purchase-sale agreement
Pension Fund once 1 percent of the amount of purchase-sale agreement
Loan agreement formalization once 0.1 percent of the mortgaged property value
The indicated rates for the services provided by insurance companies, appraisers and notaries, which are in partnership with OJSB Ukrgasbank, are set in accordance with the pricing policy of the partners and are of regulatory nature.



List of documents required for a loan

For a borrower-individual who is an employee:

  • passport of Ukrainian citizen;
  • taxpayer identification code certificate
  • income statement from the place of employment for the past six months (if necessary, for a family member, too);
  • marriage/divorce certificate;
  • if other loans have been drawn, copies of the loan agreements, pledge agreements and a statement of indebtedness on such loans;
  • documents certifying payments of communal bills and apartment rentals (apartment rental receipts, paid electricity bills for the past month), if possible. Such documents will serve as additional solvency proof; and
  • documents for the appraisal of the purchased property (photocopies of the title documents of the property seller and the technical passport for the property).

For individuals deriving income from their own business (private entrepreneurs or owners of small business entities):

  • passport of Ukrainian citizen;
  • taxpayer identification code certificate; and
  • certificate of bank accounts and an account statements for the past six months.

for private entrepreneurs:

  • Certificate of state registration of private entrepreneur-individual;
  • Certificate of registration with the tax administration (inspectorate);
  • Financial statements (income statement Form 1, report of the small business entity-individual, a payer of single tax, for the past six months);
  • Statement of cash flows on the Borrower’s current accounts in national and foreign currency
  • Single tax payer certificate (patent); and
  • Cooperation and lease agreements, as well as certificates of completion;

For owners of small business entities:

  • Notarized copies of the constituent documents (the Charter (including all amendments and supplements, and the certificate of state registration) of the company, abstract from the state register of legal entities and private entrepreneurs-individuals, VAT payer certificate, statement from the Ministry of Statistics certifying the inclusion in the Unified State Register of Enterprises and Organizations of Ukraine;
  • Minutes of the founder’s meeting with the decision about empowering a responsible person (the head) and loan drawing permission (if necessary).
  • Financial statements (Form No 1-ì “Balance Sheet”, Form No 2-ì “Profit and Loss Statement”, income declaration; other reporting forms, documents, and materials may also be used, such as Form No 3 “Cash Flow Statement,” Form No 4 “Equity Capital Statement,” auditor’s opinions, and due diligence reports (if available));
  • Statement of cash flows on the Borrower’s current accounts in national and foreign currencies;
  • Bank statements of credit indebtedness, and copies of other loan agreements, if any
  • If other individuals provide a surety for the Borrower – the above listed documents for them.

For the property seller (secondary market):

  • passports of Ukrainian citizen and the taxpayer identification number certificates of the property sellers-individuals;
  • a BTI reference letter for the seller or an abstract from the register of property titles (as of the moment of mortgage agreement execution);
  • a statement form the housing and maintenance office about any persons registered as residents of the property (Form 3); and
  • statement of preliminary consent of the tutorship and guardianship authority for the mortgage of the property and possible sale thereof (if the property sellers have an underage child).

NOTE: if the subject of mortgage is a cottage/building, the Borrower (property guarantor) has to present one of the following documents:

  • state land title certificate (along with the document on the basis of which it has been issued, if the Bank so require);
  • state certificate of perpetual use of land;
  • land lease agreement; and
  • an abstract from the database of the automated system of state land cadastre or a statement from the authorities in charge of land resources, certifying that the land plot on which the given property sits is not in ownership or use of the property owner of another person.
